Prohibits landlords from obtaining rent increases when modifications, improvements, or equipment installations are made to accommodate the needs of a disabled tenant across three rent control regimes (Administrative Code, Emergency Tenant Protection Act of 1974, and Emergency Housing Rent Control Law).

Defines "disabled" as an individual with a physical or mental impairment (including neurological, emotional, or sensory) that substantially limits one or more major life activities, certified by a licensed New York physician.

Applies the disability accommodation prohibition to all existing rent increase allowances for substantial modifications, dwelling space increases, or equipment/furniture installations that previously permitted 1/168th or 1/180th of costs to be recovered annually.

Takes effect immediately, with amendments to the City Rent and Rehabilitation Law remaining in effect only while the public emergency requiring residential rent control continues, and amendments to the Emergency Tenant Protection Act expiring concurrently with that law.
