Requires owners, agents, lessees, or persons in charge of buildings on streets with assigned numbers to display street numbers in a clearly legible manner from the sidewalk at all times.

Mandates that street numbers be displayed on the front side of the building (the side facing the street where numbers have been assigned) and allows each city to establish rules regarding size, form, visibility, and location of the numbers.

Imposes a $25 penalty for failure to display proper street numbers after receiving 30 days' notice from the city, with an additional $5 fine for each day the violation continues.

Allows cities to enforce the street number display requirements through their own rules and regulations consistent with this law.

Takes effect 90 days after becoming law.
