The Commissioner of Labor must conduct a comprehensive study analyzing job automation's impact on the New York state workforce and publish findings in a report.

The report must address current emerging technology trends, occupations and industries affected by automation, estimated job losses, regional and statewide economic impacts, and effects on demographic groups by age, race, sex, and income.

The report must include retraining strategies for affected employees and any other information the Commissioner deems relevant.

The Commissioner may collaborate with other state departments, divisions, agencies, and public authorities and request necessary resources and data from them to conduct the study.

The Commissioner must submit the report to the Governor, Senate President, Speaker of the Assembly, and chairs of both Senate and Assembly Labor Committees no later than December 31, 2024; the act expires January 1, 2025.
