Allows registered dental hygienists to work without dentist supervision under a written collaborative practice agreement, designated as "registered dental hygienist, collaborative practice"

Permits unsupervised dental hygiene services in authorized settings including hospitals, schools, federally qualified health centers, long-term care facilities, group homes, veteran facilities, temporary housing, prisons, drug treatment facilities, domestic violence shelters, and homebound settings

Requires collaborative practice agreements to be signed by dentist, hygienist, and authorized setting, reviewed annually, and include protocols for medically compromised patients and recommended examination intervals

Limits each dental hygienist to one collaborative agreement at a time and each dentist to six collaborative agreements (with department exceptions available for public health settings)

Requires hygienists to have three years of practice experience with 4,500 minimum practice hours and complete an eight-hour continuing education program in medical emergencies, risk management, jurisprudence, and ethics before practicing collaboratively
