Defines "eligible homeless families" as families who are homeless or in temporary/transitional housing and unable to secure permanent stable housing without special assistance, or other categories at risk of homelessness as determined by social services commissioners or districts.

Defines "eligible homeless individuals with a disability" as individuals receiving SSDI, SSI, or Veterans Affairs disability benefits, or those previously eligible for such benefits now receiving medical assistance based on disability determination, who live in temporary/transitional housing and cannot secure permanent stable housing without special assistance.

Requires owners and managing agents of state-supervised family rental housing developments in New York City and Westchester County to fill at least one of every five vacancies in each building with eligible homeless families or individuals with disabilities.

Caps the obligation at no more than five percent of total apartments in each building filled with eligible homeless families or individuals with disabilities.

Authorizes provision of Section 8 housing vouchers to eligible homeless families and individuals with disabilities, provided vouchers are available and no more than forty percent of available vouchers go to these populations.
