Amends Election Law Section 8-500 to allow licensed New York attorneys to serve as poll watchers at any polling place in the state, regardless of residency in that city or county.

Current law requires poll watchers to be qualified voters of the city or county where they serve; this bill creates an exception for New York state resident attorneys.

Maintains existing prohibitions preventing candidates for public office in the election district from serving as watchers in that same election.

Takes effect immediately upon enactment.
