Amends General Municipal Law Section 236 to establish that laws, rules, and regulations in effect when an application and environmental assessment form are filed with an agency shall remain in effect throughout the review process.

Ensures the established provisions continue to apply until the final decision of all agencies with approval authority and any subsequent appeals are completed.

Preserves the existing authority and duties of planning commissions regarding referral of matters for review and reporting requirements.

Takes effect immediately upon enactment.
