Amends education law to permit pharmacists to inject FDA-approved medications into the deltoid muscle for treating mental health and substance use disorders under a valid prescription or order from a licensed prescriber.

Requires pharmacist training accredited by the accreditation council for pharmacy education or similar authority, including education on injection techniques, indications, contraindications, emergency handling, and record keeping.

Mandates pharmacists obtain patient consent and provide education on side effects, drug interactions, and injection site reactions before administration, or obtain consent from a legally responsible person if the patient cannot consent.

Establishes that regulations governing this practice shall be promulgated by the commissioner in consultation with the department of health and other necessary state agencies, including requirements for privacy during pharmacy injections and reporting to the prescriber.

Takes effect on the same date as the 2022 law (S. 4870-B and A. 3040-B) that initially defined pharmacist medication administration authority.
