Repeals section 2586 of the education law, which previously designated Anniversary Day as a school holiday in Brooklyn and Queens only.

Amends the school calendar provisions for city school districts with populations exceeding one million to remove Anniversary Day from the list of allowable closure days for nonpublic schools receiving transportation services.

Allows nonpublic schools to request closure on a maximum of five days (or ten days in years when Passover and Easter are separated by more than seven days), limited to specified holidays including Rosh Hashanah, Yom Kippur, and days around Christmas and New Year's.

Takes effect July 1 following the date the bill becomes law.
