Commissioner of Corrections shall conduct a comprehensive study of incarcerated individuals' prior involvement with child welfare and juvenile systems, including placement history, length of placement, age during placement, ethnic background, and gender.

Study must include surveys of a random or scientifically appropriate sample of at least 10 percent of all state, county, and municipal correctional facilities.

Survey participants must provide informed written consent and responses must remain confidential through self-administered questionnaires and anonymity protections.

Commissioner shall submit a written report with findings, conclusions, and recommendations to the governor, temporary president of the senate, and speaker of the assembly by June 30th of the year following the act's effective date.

Act takes effect 90 days after becoming law.
