Grants the Correctional Association of New York authority to regularly visit, inspect, and examine all secure, limited secure, and non-secure juvenile facilities operated by the Office of Children and Family Services, including unannounced visits and review of incident reports.

Requires the Office of Children and Family Services to ensure youth in these facilities have access to a confidential toll-free hotline established by Prisoners' Legal Services of New York for reporting abuse and conditions of confinement complaints.

Mandates that the Correctional Association make immediate reports to the commissioner, statewide central registry of child abuse, and Prisoners' Legal Services if abuse of youth is discovered.

Requires the Correctional Association to submit annual reports to the governor, legislature, and media regarding facility conditions and recommended remedial actions, with the Office of Children and Family Services required to respond in writing.

Authorizes Prisoners' Legal Services to provide legal representation to youth in these facilities, conduct confidential visits, review records including sealed court documents, and establish the confidential hotline for abuse reporting.
