Allows voters to enroll in a party or change their party enrollment as late as 10 days before a primary election and remain eligible to vote in that primary.

Removes the previous requirement that party enrollment changes occur between the Tuesday following a general election and 30 days before enrollment list publication.

Changes the deadline for supplemental enrollment list distribution from 15 days before a primary election to 5 days before.

Modifies voter registration requirements for primary elections to permit enrollment up to 10 days before the primary instead of requiring enrollment before the previous general election.

Repeals subdivision 3 of section 5-304 of the election law and takes effect immediately.
