Amends Election Law Section 3-400 to allow election inspectors and poll clerks to be appointed from applicants who are not members of a major political party when a major political party lacks enough qualified applicants in a county or the city of New York.

Maintains the requirement that appointments be equally divided between major political parties where possible, while permitting non-major party members to fill vacancies that cannot be filled by the major parties.

Aims to minimize the number of non-major party appointees in each election district by only using them when necessary due to insufficient qualified applicants from the major parties.

Takes effect on January 1st following the date the bill becomes law, with rule and regulation changes authorized to be implemented immediately upon enactment.
