Prohibits New York colleges from using state aid to fund academic entities, pay membership fees, or cover employee travel/lodging to attend meetings of academic entities that have issued public boycotts against host countries or their higher education institutions

Defines "host country" as any country hosting a higher education institution chartered by the Board of Regents of the University of the State of New York

Makes colleges ineligible for state aid during any academic year in which they violate the restrictions on funding boycotting academic entities

Exempts colleges from these restrictions when the boycott relates to labor disputes, protests against unlawful discriminatory practices, or involves countries designated as state sponsors of terrorism by the U.S. Secretary of State

Permits individual employees to attend events of boycotting academic entities without penalty to the college or effect on employment decisions
