Requires landlords to install radiator covers on uncovered radiators upon written tenant request if a child age 12 or younger resides in the dwelling.

Applies to radiators carrying steam, water, or other fluids exceeding 165 degrees Fahrenheit or with outer surface temperatures exceeding 109 degrees Fahrenheit, located within the tenant's dwelling.

Landlords must complete installation within 90 days of receiving a written request from the tenant.

Failure to install radiator covers constitutes a breach of the warranty of habitability; tenants may deduct reasonable installation costs from rent and cannot be evicted for doing so if the landlord fails to comply within 90 days.

Takes effect 90 days after becoming law.
