Permits accident and health insurers, health maintenance organizations, and certain health insurance corporations to offer incentive or reward programs supporting wellness, preventative care, population health, disease management, and mental health/substance use disorder treatment.

Caps the total value of incentives or rewards (excluding wellness programs governed by existing law) at an aggregate average of $600 per year per insured.

Allows incentive programs to target specific populations by age, sex, or health status; be offered for limited periods; and include sweepstakes, raffles, or contests.

Permits group accident and health insurers to adjust premiums to reflect commission payments within filed ranges without violating inducement or rebate prohibitions.

Requires full commission option ranges to be made available to all similarly situated groups seeking coverage for policies subject to guaranteed issuance requirements.
