Establishes a temporary "commission on affordable college education" to examine whether twelve SUNY community colleges should participate in the Educational Opportunity Program (EOP)

Commission will consist of 13 members appointed by the governor (3), senate temporary president (3), assembly speaker (3), senate minority leader (2), and assembly minority leader (2), with members selected for expertise in higher education, HEOP, or EOP

Commission authorized to conduct studies, inquiries, surveys, and analyses in cooperation with public or private agencies, and empowered to hold public and private hearings with full legislative committee powers

Commission must submit findings and legislative recommendations to the governor and legislative leaders no later than one year after the act takes effect

Act takes effect 90 days after becoming law and expires two years after that date
