Adds new section 402-g to the Public Housing Law empowering the New York City Council to mandate reports from the New York City Housing Authority on any aspect of its operations, projects, and project-based Section 8 voucher developments through passage of a local law.

Requires the City Council to determine report contents, deadlines, frequency, and which local authorities receive copies, with reports provided to the commissioner and treated as agency documents under Public Officers Law Article 6.

Amends NYC Charter Section 29 to require the City Council to review the New York City Housing Authority's activities on a regular and continuous basis, including service goals, performance, and management efficiency.

Mandates that the New York City Housing Authority be assigned to a standing committee, which must hold at least one hearing annually regarding the authority's activities.

Takes effect thirty days after becoming law.
