Establishes the women and high-wage, high-demand, nontraditional jobs grant program administered by the Department of Labor Commissioner to increase women's participation in nontraditional occupations where women comprise less than 25% of the workforce.

Defines eligible grant recipients as community-based organizations, employers, trade associations, labor unions, apprenticeship programs, educational institutions, and workforce development agencies.

Permits grant funds for recruitment, training, placement, retention, mentoring, internships, workplace safety training, sexual harassment prevention, and support services for women entering skilled trades and STEM occupations.

Requires at least 50% of total grant funds be awarded to programs serving low-income women and prioritizes organizations with demonstrated success recruiting low-income women and women over 50 years old.

Appropriates $500,000 from the state general fund to implement the program, effective 180 days after the bill becomes law.
