Adds new section 218-c to the New York labor law prohibiting retail businesses from directing employees to engage in human billboard activities during extreme temperatures.

Defines "extreme temperature" as a measured outdoor temperature of 90 degrees Fahrenheit and above.

Defines "human billboard" as holding or wearing a sign or particular clothing outside a retail business for advertisement purposes.

Defines "retail business" as any entity primarily engaged in selling consumer goods (appliances, clothing, electronics, groceries, household items) at one or more stores within the state.

Takes effect immediately upon enactment.
