Amends the definition of "covered services" under the independent livery driver benefit fund to include all dispatches from a livery base to a livery regardless of pick-up or discharge location.

Requires all independent livery bases to be members of the independent livery driver benefit fund as a condition of operating.

Prohibits local taxi and limousine commissions from allowing any base or entity to dispatch to a livery unless that base or entity first becomes a member of the fund.

Maintains existing provisions that revoked livery bases must cease fund membership within thirty days and are not entitled to return of deposited funds.

Takes effect immediately upon enactment.
