Extends the notice period for parole applicant interviews from one month to three months prior to the parole eligibility date.

Requires parole interviews to be conducted with all parties present in the same room and mandates audio-visual recording of interviews, with recordings available only to the board and the parole applicant or their representative.

Grants parole applicants the right to review all documents in their parole file at least one month before the hearing, with mental health records disclosed unless a mental health practitioner determines disclosure would cause substantial and identifiable harm.

Requires the parole board to provide victims, upon request and at least 30 days before the hearing, with incarcerated individual status reports, psychiatric evaluations (with applicant consent), and copies of parole release plans.

Mandates that when parole is denied, the board must provide detailed written reasons within two weeks, specify required programs and conduct changes, and provide a copy of the risk and needs assessment; the department must provide access to required programs within 90 days, with reappearance scheduled upon completion of requirements.
