Requires health insurance policies to reimburse for transportation to and from inpatient substance use disorder diagnosis and treatment services, including detoxification and rehabilitation.

Requires health insurance policies to reimburse for transportation to and from outpatient substance use disorder diagnosis and treatment services, including detoxification and rehabilitation.

Applies these transportation reimbursement requirements to inpatient and outpatient coverage under insurance law sections 3216, 3221, and 4303 (standard policies, nonprofit health plans, and HMOs).

Maintains existing requirements that inpatient substance use disorder coverage include unlimited medically necessary treatment in residential settings with no more restrictive financial or treatment limitations than other medical and surgical benefits.

Takes effect ninety days after becoming law and applies to all policies and contracts issued, renewed, modified, altered, or amended on or after that date.
