Prohibits the New York State Common Retirement Fund from directly investing in stocks, securities, equities, or other obligations of companies that boycott Israel, Iran-restricted companies, or Sudan-restricted companies, with divestment required within one year of the exclusion list creation.

Requires the State Comptroller to create an exclusion list within six months identifying all Iran-restricted, Sudan-restricted, and Israel-boycotting companies in which the fund has direct investments, with quarterly updates thereafter.

Defines Iran-restricted companies as those with business operations, equity stakes, or projects involving the Iranian government where at least 10% of Iran-based revenue involves oil or mineral extraction and the company invests $20 million or more annually in Iran's petroleum development.

Defines Sudan-restricted companies as those with business operations, equity stakes, or projects with the Sudanese government, including those identified by the federal Office of Foreign Assets Control as sponsoring terrorist activities in Sudan.

Disqualifies companies that boycott Israel or meet the Iran-restricted or Sudan-restricted definitions from selling to, bidding on, or entering into contracts with the state, with the Commissioner of Taxation and Finance required to confirm bidder eligibility before contract awards.
