City Planning Commission shall establish the New York City Housing Authority Repair Certificate Program in cooperation with NYCHA to grant zoning amendments that increase allowable development in areas covered by repair certificates.

City Planning Commission shall determine the per foot value of repair certificates for each zoning amendment application and establish maximum allowable floor area ratios, with values updated annually based on consumer price index for housing costs.

Developers seeking increased floor area ratios must submit applications to City Planning Commission, which forwards them to NYCHA within seven days; NYCHA awards certificates to developers performing capital repairs (not regular maintenance) to authority projects.

NYCHA's Office of Repair Certification shall establish procedures, guidelines, and lists of eligible repair projects; applicants have 30 days to select projects from lists provided and submit cost estimates and timelines, with the office approving or disapproving within 14 days.

Upon project completion, the office awards a certificate of completion and notifies City Planning Commission within 14 days; if estimated repair costs exceed the zoning valuation, the office must notify City Planning Commission to adjust the valuation within seven days.
