Proposes amending Section 17 of Article 1 of the New York State Constitution to explicitly include the right to strike alongside organizing and collective bargaining rights for employees.

Adds language stating "Employees shall have the right to organize, strike, and to bargain collectively through representatives of their own choosing."

Requires the proposed amendment be referred to the first regular legislative session after the next general election of assembly members.

Mandates publication of the amendment for 3 months prior to the election in conformity with Section 1 of Article 19 of the Constitution.
