Adds new Section 627 to the Correction Law requiring the commissioner to ensure incarcerated individuals whose first language is not English can understand, participate in, and complete substance abuse programs.

Permits strategies including increased hiring of bilingual substance abuse counselors and program staff, translation of program materials and content, and targeted programs for non-English speaking individuals.

Requires the commissioner to consult with the Office of Addiction Services and Supports when determining implementation strategies.

Takes effect immediately upon enactment.
