Establishes "dependent worker" definition in labor law for individuals providing personal services through a third-party that establishes earnings, charges consumers, collects payment, or pays the worker.

Extends employee protections under wage and hour laws (sections 191, 192, 195, 196-d) and workers' compensation and employee protection laws (article 701) to dependent workers.

Requires the Commissioner of Labor to hold public meetings with businesses, employees, and dependent workers within one year to examine which state labor laws could be extended to dependent workers.

Directs the Commissioner to examine specific industries including personal transportation, local delivery, temporary staffing, cleaning services, and custom errand services for extension of labor protections.

Mandates the Commissioner report findings and recommendations to the Governor and legislature within one year, covering social safety net laws, anti-discrimination protections, wage payment laws, hours of work regulations, and workplace safety standards.
