Amends Election Law Section 5-304 to modify when changes of voter enrollment take effect during the June primary election period.

Changes of enrollment received after February 14 and before or on the seventh day after the June primary now take effect on the seventh day after the primary if they either show a postmark dated after February 14 or show no postmark at all.

Changes of enrollment with no postmark and not contained in an envelope with a postmark are treated the same as those with a later postmark for purposes of determining the effective date.

Takes effect immediately upon enactment.
