Grants the City of Newburgh a partial real property tax exemption from the town of New Windsor, Newburgh Enlarged City School District, and Cornwall Central School District for the increase in assessment attributable to the granular activated carbon (GAC) treatment system constructed at the water filtration plant.

Exemption covers only the portion of property tax increase resulting from GAC system construction, which was necessitated by Per- and Polyfluoroalkyl Substances (PFAS) contamination detected in Lake Washington in 2014.

Requires the City of Newburgh to withdraw and discontinue all pending tax certiorari proceedings against the town of New Windsor as a condition of receiving the exemption.

Mandates the town of New Windsor and school districts make corrections to assessment rolls, refund previously paid taxes, and cancel any remaining unpaid taxes, fines, penalties, interest, or tax liens related to this property.
