Amends social services law to exempt direct cash transfer payments received through pilot programs from counting as income when determining public assistance eligibility, for the duration of program participation up to 60 months

Changes the exemption language from subparagraph (x) to (xi) to clarify the provision applies to direct cash transfer pilot programs designed to study and evaluate the impact and benefits of such transfers

Removes requirement that the commissioner seek federal waivers specifically for the supplemental nutrition assistance program (SNAP) and replaces it with broader language requiring the commissioner to seek any necessary federal waivers from the U.S. Department of Agriculture for SNAP eligibility determination purposes

Takes effect on the same date and in the same manner as the related 2022 legislation (S. 5759-B and A. 6709-B) that originally authorized these direct cash transfer pilot programs
