Repeals subdivision 10 of section 201-a of the executive law relating to zero emission vehicle purchases or leases for state-owned vehicle fleets.

Requires each state agency to prepare a state fleet decarbonization plan for purchasing or leasing agency vehicles, with light-duty non-emergency vehicle plans due by December 31, 2023, and medium- and heavy-duty vehicle plans due by December 31, 2025.

Mandates all state agency light-duty non-emergency vehicles be zero emission vehicles by December 31, 2035, and all medium- and heavy-duty vehicles be zero emission vehicles by December 31, 2040, unless a zero emission vehicle is not feasible for a particular application.

Requires decarbonization plans to include interim targets for achieving fleet decarbonization goals.
