Requires the Department of Corrections and Community Supervision to develop and implement a pilot program providing tablets with educational and recreational programs to inmates.

Pilot program must include at least 30 non-internet based tablet devices with secure email communication capabilities in addition to educational and recreational programs.

Tablet programs shall consider unique inmate needs including health, age, education, religion, vocational training, and other relevant characteristics.

Department must issue a report to the governor and legislature one year after commencing the pilot program evaluating its impact on facility safety, inmate behavior and performance, and other indicators of value.

Act takes effect one year after becoming law.
