Amends General Business Law Section 601 to prohibit debt collectors from using social media platforms to collect consumer debts from debtors

Defines "social media platform" as a public or semi-public internet-based service with New York users where the primary function is connecting users to interact socially with each other

Excludes email and direct messaging services from the definition of social media platforms

Requires platforms to allow users to create public or semi-public profiles, maintain connection lists with other users, and post content viewable by others including livestreams, message boards, chat rooms, and feeds

Takes effect immediately upon enactment
