Amends General Business Law Section 394-c to add specific regulations for online dating services, defined as social referral services offered primarily through websites or mobile applications.

Exempts online dating services with initial and renewal terms of one year or less from the $1,000 maximum payment cap if pricing is reasonable relative to service offerings.

Requires online dating services to notify New York members within 24 hours to 3 days if they have received messages from a banned member, including the banned member's username and information about fraud risks.

Exempts online dating services from distance requirements and relocation policies that apply to traditional social referral services when the service operates on a regional, national, or global basis.

Provides liability protection for online dating services that disclose fraud bans and reasons for bans (without personally identifying information) and preserves protections under federal law (47 USC 230).
