Amends the private housing finance law to require mutual companies, urban rental companies, and the New York State Housing Finance Agency to publish the number of veterans and surviving spouses of veterans on housing waiting lists adjacent to applications.

Maintains existing preference in admission for veterans and surviving spouses of veterans as defined under Civil Service Law Section 85 for projects with open waiting lists.

Applies to projects with closed waiting lists upon their reopening.

Preserves first priority for internal transfers within limited-profit housing projects for current residents.

Becomes effective 180 days after enactment, with authority for agencies to implement necessary regulatory changes immediately upon passage.
