Extends tuition assistance program eligibility to graduate students for up to four academic years of study, with a limit of one degree program at the master's, first professional, or doctorate level.

Establishes combined undergraduate and graduate study limit of eight years total for any student receiving tuition assistance.

Makes optional academic semesters, quarters, or terms eligible for awards without reducing the maximum term of eligibility.

Sets graduate student award amounts at the lesser of $550 per year or 100% of tuition (exclusive of educational fees), with income-based reductions starting at $2,000 in annual income.

Takes effect July 1 following the date the bill becomes law.
