Requires insurance policies to cover inpatient hospital care for expectant mothers diagnosed with pre-term labor, defined as regular uterine contractions with cervical changes occurring between 20 and 36 weeks 6 days of pregnancy.

Mandates coverage for part-time or intermittent home nursing care by registered professional nurses to monitor expectant mothers with pre-term labor and administer Makena (17-alpha hydroxyprogesterone).

Requires coverage for mental health counseling visits with physicians, psychiatrists, psychologists, or licensed clinical social workers for expectant mothers and their families who experience pre-term labor, miscarriage, stillbirth, or loss of a child within one month of birth.

Applies requirements to individual insurance policies, group and blanket policies, and health service contracts issued by insurers and health care corporations in New York State.

Takes effect 60 days after becoming law, with regulatory implementation authorized immediately upon enactment.
