Amends Public Housing Law by adding Section 62 to establish waiting list priorities for domestic violence victims applying for public housing.

Domestic violence victims shall receive the same priority as other disenfranchised populations (disabled, elderly, homeless) if they will continue suffering from domestic violence in current residence or have left due to domestic violence and lack standard permanent replacement housing.

Defines "victim of domestic violence" using the same meaning as Section 459-a of the Social Services Law.

For applicants with identical preference status, local public housing authorities must select applicants by application date and time, prioritizing earlier applications.

Takes effect immediately and applies to local housing authorities upon admission of any person to their waiting lists.
