Allows any commissioner of the state board of elections to solicit requests for proposals for voting machines or systems to be certified for use in New York State, changing from a system where any person or corporation could apply for examination.

Requires all requests for proposals to include a provision stating that submitting entities must pay a fee to the board equal to the cost of examining the proposed voting machine or system before examination occurs.

Increases the required vendor service period for voting machines or systems from five years to ten years, including training, election support during the first year of use, and maintenance without additional cost.

Requires vendors to guarantee in writing that machines and systems will be kept in good working order for at least ten years and to provide a sufficient bond guaranteeing performance of training and service obligations.
