Establishes the City of White Plains Industrial Development Agency as a body corporate and politic with perpetual duration to serve the city and its inhabitants.

Grants the agency powers and duties specified in title one of the General Municipal Law, except condemnation power requires prior approval from the city council.

Restricts the agency's real property acquisition authority to within White Plains city limits and requires consideration of local zoning, planning regulations, and comprehensive land use plans.

Provides that agency members are appointed by the mayor subject to city council confirmation and serve at the mayor's pleasure, with the mayor designating the chair.

Takes effect immediately upon filing of a certificate with the Secretary of State, or automatically repeals 30 days after the legislative commission receives notification that the certificate was not timely filed.
