Authorizes the president of the Higher Education Services Corporation to award tuition assistance program funds to students enrolled in short-term credential programs at SUNY, community colleges, CUNY, and boards of cooperative educational services

Defines qualifying short-term credential programs as those providing 150-600 clock hours of instruction over 8-15 weeks, aligned with high-skill, high-wage, or in-demand occupations as determined by the commissioner in consultation with the Department of Labor

Requires programs to provide students with recognized postsecondary credentials that are recognized by employers in the relevant industry, including industry or sector partnerships

Calculates awards as a percentage of the full-time award amount equal to the "enrollment factor percent" (the ratio of hours enrolled to full-time hours required for a semester/quarter/term)

Counts award periods toward the maximum term of eligibility for tuition assistance, ensuring total study period does not exceed the authorized maximum period
