Establishes a 11-member People with Disabilities Access to Programs Commission to examine and recommend streamlining eligibility requirements and processes for state disability programs administered by the Office for People with Developmental Disabilities, Office of Mental Health, Department of Health, ACCES-VR, and Office of Children and Family Services.

Commission composition includes 5 members appointed by the governor, 2 by the senate temporary president, 2 by the assembly speaker, 1 by the senate minority leader, and 1 by the assembly minority leader; requires all 11 members to be appointed before the commission is fully constituted.

Commission shall hold at least one public hearing for comments and may hold additional public hearings as needed; all meetings must occur within the state.

Commission members receive no compensation but are reimbursed for actual and necessary expenses; may retain their state employee salaries and other public offices without forfeiture.

Commission must submit findings, conclusions, and recommendations to the governor and legislature by December 1, 2024, and dissolves after the report is submitted; takes effect immediately.
