Adds three specific causes for income adjustment in tuition assistance programs: loss of employment of the applicant or parent, catastrophic illness of the applicant, or active military duty of the applicant or spouse.

Requires the corporation administering tuition assistance to include these causes in rules and regulations when reviewing income adjustments based on changed circumstances.

Expands existing provisions in the Excelsior Scholarship program to explicitly recognize loss of employment as a qualifying reason for income adjustment eligibility.

Applies to applicants seeking awards under the Higher Education Article of New York Education Law, including those with adjusted gross income changes in years after the initial qualifying year.
