Amends the calculation of "pupil wealth ratio" used to determine school aid distribution by adding a conditional adjustment for districts where non-public school enrollment exceeds twice the public school enrollment.

When non-public school enrollment is more than twice public school enrollment AND public school enrollment exceeds 1,000 students, adds 25% of the non-public school enrollment to the denominator in pupil wealth ratio calculations.

Applies the adjustment to four pupil wealth ratio calculations: standard pupil wealth ratio, pupil wealth ratio for total foundation aid, alternate pupil wealth ratio, and alternate pupil wealth ratio for total foundation aid.

Takes effect immediately upon enactment.
