Requires SUNY and CUNY institutions to appoint a designated employee with a bachelor's degree in nursing, psychology, or social work to coordinate Title IX compliance and manage a searchable database of all sexual assault complaints, investigations, and resolutions.

Mandates the searchable database be publicly accessible through an active link on each institution's home page and student life webpage between September 1 and May 1 of each year.

Directs the SUNY Chancellor to develop a standardized, anonymous survey on on-campus sexual assault incidents to be administered mid-semester at each SUNY institution.

Directs the CUNY Chancellor to develop a standardized, anonymous survey on on-campus sexual assault incidents to be administered mid-semester at each CUNY institution.

Suspends administrative and operations funds for SUNY and CUNY institutions that fail to comply, except funds allocated for student services and faculty salaries remain protected.
