Changes election commissioner term length from two years to four years, beginning February fifteenth of alternate odd-numbered years, standardizing the schedule across all counties including New York City and Schenectady.

Removes provisions allowing county legislative bodies to independently determine four-year terms for commissioners and eliminates the ability to rescind such determinations.

Modifies the appointment process when a party's recommended candidate is not appointed within 30 days by requiring the county committee to recommend at least two additional persons for the legislative body to choose from, rather than having the appointment take effect automatically.

Grants the State Board of Elections power to remove election commissioners for willful violations or neglect of duty, or willful disobedience of state board laws, decisions, orders, settlements, rules or regulations.

Authorizes the governor to remove election commissioners for cause using the same procedure as removal of sheriffs, with vacancies filled according to existing vacancy procedures.
