Defines "film zone" as an area within a 25-mile radius of Columbus Circle in Manhattan.

Excludes the film zone from eligibility for the additional 10% empire state film production credit for qualified film productions.

Allows the additional credit for services performed in specified upstate counties or in areas of Rockland and Westchester counties that fall outside the defined film zone.

Maintains the $5 million annual aggregate cap for the additional credit through 2029, allocated by the governor's office on a first-come, first-served basis.
