Permits political party caucuses, meetings, and conventions held in 2023 to be conducted entirely or partially by video conferencing at the discretion of the chairperson, with required notice including access instructions.

Allows proxy voting at any 2023 party caucus, meeting, or convention, permitting eligible members or delegates to hold up to ten proxies or a number equal to their assembly district's delegate count, whichever is less.

Establishes that proxy statements may follow the party's existing rules or formats, or use a specified authorization form, and may be revoked in writing to the party secretary or chair or by the proxy grantor's personal attendance.

Permits judicial convention delegates to give their proxy to any delegate or alternate delegate in the same judicial district.

Expires and repeals automatically on December 31, 2023.
