Amends the definition of "local government" under the tax levy limit law to exclude special districts established pursuant to article nineteen-A of the general municipal law.

Excludes ad valorem levies and special assessments authorized under section 980-j of the general municipal law from the definition of "taxes" subject to levy limits.

Adds ad valorem levies and special assessments authorized under section 980-j as an allowable exemption to tax levy limits, permitting local governments to impose these levies outside normal constraints.

Removes an obsolete reference to chapter 516 of the laws of 1928 from the definition of "local government."

Takes effect immediately upon enactment.
